Recently retired from the Charleston Commissioners of Public Works after 22 years of service as the Department Head of the Surveying Department and as Easement and Land Acquisition Manager. Mr. Boineau has been a licensed surveyor in the State of South Carolina for 34 years as well as the State of North Carolina for 33 years. As the Manager for Easement and Land Acquisition he has worked with Berkley, Charleston and Dorchester Counties as well as several state and local entities such as the State Ports Authority, SCDOT, and the City of Charleston in the acquisition of rights-of-way, easements and land acquisition.
