Our mission is to provide multi-disciplined civil engineering services to public and private entities, with highly skilled professional expertise, from conception to completion, while maintaining quality control and assurance. 

Atlantic South Consulting Services (ASCS) is a full service civil engineering design company organized as a minority owned business to provide engineering, surveying, and right-of-way acquisition services to the private and public sectors. The firm was formed in February 2004 by its principal owners; Adrian L. Williams and Kevin J. Coffey, PE. Multi-disciplined with full service capabilities, ASCS is able to offer clients a full range of consulting engineering and construction managerial services. Our professional staff is comprised of individuals possessing Bachelor degrees in Civil Engineering and Professional Engineering licenses in the States of South Carolina, North Carolina, Georgia, Tennessee and Virginia. With over forty-eight years of combined engineering experience, ASCS is able to finish projects swiftly, cost effectively and to client’s satisfaction. We have as our clients: counties, municipalities, industries, special service districts and other private entities. 

Having vast amounts of experience in the utility fields, our expertise lies in all aspects of infrastructure design and site development. Ours services offered include transportation and utility designs, site development and land planning, construction inspection and management services, easement and right-of-way acquisitions, project management and master planning, surveying and landscape architecture design.

Atlantic South is certified as a Small Disadvantaged business (SDB) under the U.S. Small Business administration. ASCS is also certified with the SCDOT as a Disadvantaged Business Enterprise as well as a Minority Business with the State of South Carolina.
